1. Temporary Permit Criteria, Specifications, and Requirements

ㅇ Main Content: The service connects overseas nationals with domestic medical institutions through an online platform, where Korean doctors provide initial consultations, offer secondary opinions, and issue prescriptions via video or phone consultations.
 Duration: From August 1, 2024 to July 31, 2026 (2 years)
 Scope:
- Service Countries: United States, Vietnam, Japan, India, United Kingdom, France, Philippines, Singapore, etc.
- Medical Institutions: Including Myongji Hospital and others.
- Medical Specialties: Emergency Medicine, Family Medicine, etc.

2. Conditions for Temporary Permit

 (Platform Providers): Compliance with the Medical Act regulations regarding inducement, advertising, and intermediary platforms, as well as the laws and standards of the overseas nationals' residing countries.
- No Fees: No fees should be imposed for providing a platform for online consultations or medical advertising; however, if a fee is charged for patient referrals or consultations based on commission, it could be considered a violation of the Medical Act, which prohibits profit-driven inducements or referrals under Article 27, Section 3.
- Verification of Legal Compliance: Ensure that the medical licenses of Korean doctors, the acceptance of telemedicine in foreign countries, and the import/export of prescribed drugs are all legally validated.
- Appropriate Consultation Environment: Ensure proper consultation settings, including video calls and phone use, for remote medical consultations. Simple text messages or messenger-based consultations are not allowed.
- Platform Compliance: Adhere to the Telemedicine Pilot Project Intermediary Platform Guidelines (Ministry of Health and Welfare, Notice No. 2023-827, 2023.12.6).
- (Participating Medical Institutions): Ensure that overseas nationals are not categorized as "new patients" when they return to Korea for follow-up treatments.

3. Potential Risks of Using New Products/Services for Temporary Permits (Health and Safety Concerns)
 Remote Consultation Risks: Information shared during remote consultations may not be sufficient for the doctor to make appropriate decisions due to issues with transmission quality (e.g., reduced image resolution, etc.).

4. Compensation Plan for Risks
 Insurance Coverage:
- Medical and Hospital Liability Insurance (1.8 million KRW per person, total coverage of 10 million KRW).
- Personal Data Protection Liability Insurance (5 million KRW per incident, total coverage of 5 million KRW).
 Excess Liability: If the liability exceeds the coverage provided by the insurance, BizInsight Co., Ltd. will compensate the excess amount.

5. Other Requirements Designated by the Minister
 BizInsight Co., Ltd. will faithfully comply with any requests for related documents, attendance, or testimony required by the Minister of Trade, Industry, and Energy or other relevant authorities for business management or supervision. In case of safety incidents or damages, BizInsight will report them accordingly.
